Is Rutgers a good school?

I will be a sopre in high school this year, I am an all honors student and is captain on the track team, i have a job @ Kumon, and I volunteer. However, my GPA from freshman year is a 3.7 (unweighted). I want to go to Rutgers for the first 4 years and then get into a top law school. If I am the top of my cl in Rutgers could I get a scholarship from Colombia or other high-ranking law schools?
