So there's this girl with charge syndrome that i help out with in school....?

Her name is Jess. She is blind and deaf.. anyway, long story short: She has a sister Danny who is competent, but has behavioral problems and is in the alternative school within our regular highschool because she's been suspended. Another thing, their parents adopt kids with disabilities, and keep the gov. money for themselves... she is severely neglected.. I care so much about her... so i tried to connect with danny, and i messaged her, and we're gonna hang out tomorrow... but i haven't seen her since middle school, because she's been in alternative cles... how do i handle this situation? What do i say? should i let danny know of my concern? advice please!!
